1. open a new pic 500*500px
2. go to filter/noise/add noise and chose ammaount 400, gaussian and monochromatic
3. go to filter/blur/radial blur and chose ammount 100,zoom,best then press ctrl+f to repeat radial blur
4. now press ctrl+u and press the colorize box and chose hue:200 , saturation:55 and lightness:0
5. press 'd' then 'x' so you have white as fg and black as bg write something on the pic
6. press ctrl+j to copy tour text layer do that 3 times
7. take the top layer and go to filter/noise/add noise take the same settings as before
8. do step 3 again
9. press ctrl+u and do step 4
10. take the layer under and go to filter/distort/spherize ammount: 100 mode: horizontal only
11. do step 3 on that layer
12. on the same layer go to layer/layer styles/ colour overlay
13. take 4C9DC9 as the colour and take blend mode: darken opacity: 50%
14. take the layer under and go to filter/sketch/chrome detail:0 smoothness:10 press ok
15. take the layer on the top and take outer glow (layer/layer styles/outer glow) and take this settings:blend mode:screen opacity:100% noise:0 färgen Technique:softer spread:0 size:25 countur:range/65 jitter:0
16. take the bg layer and copy it take the new bg layer and go to filter/blur/gaussian blur and take something between 5-10 then go to edit/fade gaussian blur take the opacity to 65 and blend mode to 65%
