The following world seeding table takes into account all internationals since the ASRL has sanctioned international clashes. The final round of internationals leading into the World Cup will be used to calculate rankings before an official draw is released. Some sides (USA and Cook Islands) are rated higher despite their winless records because they have more international experience than the likes of Germany and Russia- who both have wins to their names.

Note: Prior to the Guinness Invitational, Tonga operated as a Pacific Islands side.

Europe played Australia twice in their games. One draw and one 26-10 loss. They also beat Wales.

When you consider they have guys like Minichiello, Skando, Schifcofske etc, and had the entire Russian and German squad until recently- it's no surprise how high on the ladder they are.

I took quality of opposition into account for most sides. New Zealand have lost to Australia, but they've also lost to Papua New Guinea. You have a valid point regarding them, they've had a tough run, but England have no excuse. They've lost to France, Papua New Guinea etc.

Yes look at PNG they have versed all quality opositions even England and they beat them so i believe PNG should be higher
